Blue glow along the top edge as toggle flips on

When the small UI toggle flips to on (about 3.4 s on pro_demo, 5.4 s on product_explainers) a blue light bleeds down from the top edge for about 1 s and fades. Reinforcing a setting being switched on in a tutorial.
